A NATO Advanced Research Workshop has taken place in Moscow, to examine the topic - From Restructuring to Upgrading : Challenges for Industrial and Innovation Policy in Transitional Economies.

The expectation of many observers that economic prosperity would be a "natural reward" for market reforms has proved untenable for transition economies. Whereas technological innovation has been a major factor in raising living standards of industrialised economies, policies in the countries in transition have been limited to microeconomic regulation, and this has led to a paradoxical situation of market reforms continuing without advancing the technological capabilities needed to facilitate economic growth.

The objective of this workshop was to stimulate an exchange of ideas about technological innovation and offer recommendations on how best to foster industrial upgrading and increased economic competitiveness in transition economies. The co-directors of the workshop were from the Centre for Science Research and Statistics, Moscow and the Social Science Research Council, New York. Over 30 experts from 12 countries debated the issue. Their findings will be published in a volume of the NATO Science Series in the coming weeks.
