In the context of developments between NATO and the European Union (EU) regarding defence and security cooperation, NATO Secretary General Lord Robertson went on a two-day visit to Turkey, 22-23 November. He met with Prime Minister Ecevit in Ankara after having addressed the Turkish Economic and Social Studies Foundation (TESEV) in Istanbul.

At the TESEV, Lord Robertson delivered a forceful speech in which he insisted on the fundamental role of Turkey and the five other non-EU European members of NATO (the Czech Republic, Hungary, Iceland, Norway and Poland) in "the European security equation". He outlined Turkey's unique political role due to its strategic location and the importance of its military contributions. He then enumerated a series of EU proposals aiming at including non-EU European members of NATO in the European defence project.
