The 46th Annual Session of the NATO Parliamentary Assembly (NATO PA) took place from 18 to 21 November. Participants debated draft resolutions on a wide range of security issues relevant to the Alliance, including NATO enlargement, National Missile Defence, further development of the European Security and Defence Identity and the Defence Capabilities Initiative.

NATO Secretary General, Lord Robertson, was invited to address the Assembly on 21 November. In his speech, he drew on the history of Europe to impress on participants the essential role played by NATO in crisis operations in the region. He explained the importance of developing the defence capabilities of the European members of the Alliance so that they may engage in crisis management operations, either under the responsibility of NATO or the EU where NATO as a whole is not engaged.

Parliamentarians from NATO's 19 member countries, as well as representatives from 17 NATO-PA associate countries attended the four-day session. Representatives from the assemblies of the WEU, OSCE and the European Parliament also participated. The NATO PA is the inter-parliamentary organisation of the Alliance, which provides a forum for international parliamentary dialogue on security, political and economic matters. It holds two plenary sessions a year: one in Spring and one in the Autumn. During the Spring session, reports are prepared for discussion at the Autumn session.
