The creation of a new group of military and civilian experts (interpreters, technicians, engineers, medics, welfare officers) has been put forward by six NATO Chiefs of Defence Staff (CHODS). CHODS from the Czech Republic, Denmark, Germany, the Netherlands, Norway and Poland signed a Letter Of Intent to establish the "CIMIC GROUP NORTH".

CIMIC GROUP NORTH (CI=civil, MI=military, C=cooperation) should move into action in January 2002. As is the case of other existing CIMIC groups, it will perform tasks in areas where NATO troops are deployed, i.e., Bosnia and Herzegovina and Kosovo. The main objective of these civil-military groups is to support local inhabitants with the rebuilding of infrastructure, especially when severe damage has been inflicted on a community. Generally speaking, they help to coordinate work between military and civilian bodies, therefore cooperating with the military, as well as local governments, international organisations and non-governmental organisations.
