Lord Robertson addressed the Permanent Council of the Organisation for Security and Cooperation in Europe (OSCE) in Vienna on 2 November. This is the second year running that he has been invited to participate in an OSCE event, illustrating the growing cooperation between the two organisations.

In his speech, Lord Robertson emphasised the complementary nature of the work undertaken by the OSCE and NATO, which he said, have moved closer together both on a philosophical and practical level. He cited, in particular, the cases of Bosnia and Herzegovina and Kosovo, where both organisations cooperate on a daily basis. For instance, during the recent municipal elections in Kosovo, the OSCE organised and supervised the elections and helped run the Kosovo Police Academy, while NATO reinforced its troop levels to provide a secure environment for voters during the election period.

During his visit to Vienna, Lord Robertson also met with the Federal Chancellor Wolfgang Schüssel, the Minister of Foreign Affairs and OSCE Chairman-in-Office Benita Ferrero-Waldner and the Minister of Defence Herbert Scheibner.
