From January 2001, it is planned to reorganise the command arrangements of KFOR and SFOR between the Supreme Headquarters Allied Powers Europe (SHAPE) and Allied Forces SOUTH (AFSOUTH). AFSOUTH is a regional headquarters, based in Naples, which comes under the authority of SHAPE.

These new arrangements for ongoing operations in the Balkans are in line with the wider changes to NATO's command structures. Once the reorganisation is complete SHAPE will be better placed to focus on strategic ACE-wide issues, whilst AFSOUTH, using its local knowledge and expertise, will be able to assume its full responsibilities as a Regional Command. KFOR and SFOR, the land components of NATO's forces in the region, will join the air and maritime components already under AFSOUTH, thus restoring unity of command.

These new arrangements will provide a coherent and effective response for current and future crisis response operations. AFSOUTH will direct day-to-day operations in the area, while SHAPE will continue to provide strategic military guidance, in accordance with decisions taken by the North Atlantic Council, NATO's highest decision-making body.
