The Norwegian Defence International Centre hosted a seminar for NATO's Security Cooperation Programme with Bosnia and Herzegovina (BiH) in Sessvollmoen, Norway, from 24 July until 29 July 2000.

The seminar - building on previous events - took as its theme "The Path to Long Term, Self-Sustaining Stability in Bosnia and Herzegovina". It brought together Ministers, senior military officers and Defence officials, representatives of the Ministry of Foreign Affairs and parliamentarians to discuss four issues fundamental to the future of Defence and stability in Bosnia and Herzegovina:

  • the development of a BiH Defence Policy
  • a State Level Defence Establishment
  • the restructuring of the Entity Armed Forces
  • Confidence and Security Building Measures

Senior representatives of NATO, OHR, OSCE and SFOR worked with the BiH participants to assess progress in each area and discuss the way forward. Keynote speakers included the Norwegian Ministry of Foreign Affairs State Secretary, Mr. Øysten Singsaas, the Norwegian Ministry of Defence State Secretary, Mr. Barth Eide, the BiH Foreign Minister, Dr. Jadranko Prlic and the UN Secretary General's Special Envoy to the Balkans, Mr. Carl Bildt. Other military officers and officials also shared the relevant experience of their organisations on the seminar topics.

NATO's Security Cooperation Programme with Bosnia and Herzegovina has been running since 1997. It is intended to promote dialogue, reconciliation and mutual understanding within the Defence establishment of BiH, including the Ministries of Defence and Armed Forces Headquarters of the Federation of BiH, Republika Srpska and the Standing Committee on Military Matters. The seminar should inform and guide NATO's Programme with BiH as well as the programmes of other international organisations working together to bring long term and self-sustaining stability to the country.
