A seminar on the use of military and civil defence assets (MCDA) in disaster relief will beheld at NATO HQ on 18-19 May. This Partnership for Peace activity will attract delegates from over 30 nations and more than 20 organisations to examine ways to further improve co-operation between military and civil defence personnel, personnel of UN humanitarian agencies and NGOs, all working towards common objectives in sudden-onset disasters or complex emergencies.

The seminar will discuss lessons learned in the use of MCDA and address thematic issues covered by the Oslo Guidelines, which were developed to facilitate access to and use of such assets. MCDA are invaluable in time of major disaster. The maximum use of their potential will be explored during the seminar, as the role of NATO's Euro-Atlantic Disaster Response Co-ordination Centre will be.

The event will be sponsored by the UN Office for the Co-ordination of Humanitarian Affairs, UN-OCHA, and will build on the foundations laid by a similar event in 1992. NATO's Civil Emergency Planning Directorate is also working closely with the UN in the arrangements for the seminar and will bring the benefit of its position as interlocutor for key nations and organisations which are contributing to the event.
