Lord Roberston arrived in the Croatian capital, Zagreb, on 16 March to meet with high-level government officials including President Stjepan Mesic, Prime Minister Ivica Racan and Minister of Foreign Affairs, Tonino Picula.

He then proceeded to Budapest the following day to meet with Hungarian Prime Minister Orbn and Socialist Party leader, Lszl Kovcs, and to attend a working session with South East European Prime Ministers.

The informal meeting with Prime Ministers from Albania, Bulgaria, Croatia, Hungary, the former Yugoslav Republic of Macedonia 1, Romania and the president of the Muslim-Croat Federation in Bosnia and Herzegovina, lasted two days. The High Representative for Foreign and Security Policy for the European Union, Dr Javier Solana, also attended part of the meeting. Both Lord Robertson and Dr Solana urged President Milosevic to end the economic blockade Serbia has imposed on Montenegro.
