NATO Secretary General, Dr Javier Solana, gave the first Manfred Wörner Memorial Lecture, at the closing of the Young Leaders Conference on "Perspectives for the Alliance as a Community of Values". The NATO-sponsored conference, organised in Berlin by the Konrad Adenauer Foundation, discussed the role and the limitations of the new NATO in today's global society.
During his speech, Dr Javier Solana explained that democracy, individual liberty and the rule of law were the guiding values of the Alliance in 1949 and remain so today. "Upholding values must not become a crusade. We do not claim that all our values are universal", he stated, adding: "If our transatlantic community can master the Kosovo challenge we will have demonstrated that in our community values have a meaning".
