NATO Secretary General Javier Solana issues a statement noting improvement of the security and humanitarian situation in Kosovo following the decisions taken by the North Atlantic Council on 13 October; reaffirming the need for full compliance with UNSCR 1119 and 1203; announcing the maintenance of NATO's ACTORD for limited air operations subject to decision and assessments by the Council and maintenance of the ACTORD for a phased air campaign; and calling for equal compliance with UNSC Resolutions by the Kosovar Albanians.
