NATO allies propose major changes to the CFE Treaty, which limits conventional forces in Europe. NATO now accepts the principle of limits on the arsenals of individual countries as opposed to regions. The Alliance also accepts Russia's wish on having territorial rather than national limits on troops deployment, which effectively prevents NATO from massing troops in one particular area near Russia's borders.
