The end of World War II marked the end of a tragic
period in European history. The division of Europe
which was one of the immediate legacies of the war has
been overcome. A new Europe, whole and free, has come
within reach.

Such progress would have been impossible without the
Atlantic Alliance. It has provided the protective
umbrella for the European nations to overcome their
historic differences and to work towards a common goal
of a united, free and prosperous Europe. It has turned
former enemies into friends. And it has made the North
American democracies an integral part of European
security and stability.

The lessons of the wars of this century should not be
forgotten. The commitment of the Allies to building a
more peaceful Europe is as strong today as ever. The
transatlantic partnership epitomised in NATO remains an
irreplacable model of how democracies can organise their
security in a community of shared values. To extend the
benefits of this community to a wider Europe remains our
major task for the future.
