During SACEUR's visit to Moscow, a number of proposals were made by the Russian authorities to increase co-operation between NATO and Russia and to establish a substantial programme of joint activities within the Partnership for Peace. These proposals are encouraging and will undoubtedly be discussed by the North Atlantic Council if they are formally incorporated by Russia in their presentation Document, for eventual agreement of an Individual Partnership Programme (IPP). Furthermore, they clearly show the wish for closer co-operation and the positive spirit in which Russia and the Alliance are embarking on this new and historic process.
