The post of the NATO Senior Civilian Representative (SCR) in Afghanistan was originally created in October 2003, when NATO took the lead of the UN-mandated International Security Assistance Force in Afghanistan. The SCR’s mandate was to carry forward the Alliance's political-military objectives in Afghanistan, by representing the political leadership of the Alliance officially and publicly. The SCR’s role was to liaise with the authorities, civil society, representatives of the international community and neighbouring countries.
The last Senior Civilian Representative was Ambassador Stefano Pontecorvo. In August 2021, he played a crucial role in helping coordinate evacuations from Kabul in one of the largest airlift operations in history. Ambassador Pontecorvo and his office subsequently worked to resettle around 2,000 Afghans working for NATO and their families in Allied and partner countries.
The Office of NATO’s Senior Civilian Representative in Afghanistan was closed in December 2021.
