  1. Drones have fundamentally altered the character of modern warfare and have become a decisive factor on the battlefield. We see this in Ukraine every day. Drone incidents affecting Allies, in particular on the Eastern Flank, have increased in recent months.

  2. Drone and counter-drone capabilities are critical to strengthening our deterrence and defence posture, and are an increasingly important part of our force mix. This is why we are rapidly expanding our ability to produce, operate and neutralise drones at scale.

  3. Our defence industry and growing innovation ecosystems across the Alliance, including small and medium-sized enterprises, play a crucial role in delivering effective and affordable solutions.

  4. To build NATO’s drone edge, together we are:
    1. Investing over USD 40 Billion in counter-drone capabilities over the next five years. We are developing a NATO counter-drone marketplace, in addition to national marketplaces and other procurement pathways, to enable greater access to a wide range of solutions; and
    2. Training five times as many drone operators in our Armed Forces by the end of 2027.
