Ce mercredi (26 mars 2025), le secrétaire général de l’OTAN, Mark Rutte, s’est rendu à Varsovie, où il s’est entretenu avec le président, Andrzej Duda, avec le premier ministre, Donald Tusk, avec le vice-premier ministre et ministre de la Défense, Władysław Kosiniak-Kamysz, et avec le ministre des Affaires étrangères, Radosław Sikorski. Le secrétaire général a ensuite prononcé un discours lors d’une rencontre publique organisée par l’École d’économie de Varsovie et l’Institut polonais des affaires internationales.
M. Rutte a remercié la Pologne pour son rôle moteur au sein de l’Alliance, se félicitant notamment que le pays apporte un ferme soutien à l’Ukraine et qu’il entende consacrer cette année 4,7 % de son PIB à la défense, un chiffre record. « En investissant ainsi dans la défense, la Pologne montre l’exemple à tous les Alliés. Elle a déjà l’un des budgets de défense les plus élevés de l’Alliance, mais elle compte y allouer encore plus de ressources », a-t-il déclaré.
Dans son allocution, le secrétaire général a insisté sur la solidité du lien transatlantique et a évoqué les travaux menés par l’OTAN dans la perspective du sommet qui se tiendra à La Haye.
« L’OTAN est absolument indispensable : elle seule peut préserver la sécurité en Europe et en Amérique du Nord », a-t-il déclaré, ajoutant qu’il n’était pas possible d’imaginer la défense de l’Europe sans l’Alliance.
Alors que la Russie poursuit sa guerre d'agression contre l’Ukraine et renforce sa coopération militaire avec la Chine, l’Iran et la Corée du Nord, M. Rutte a averti que le président Poutine « n’a[vait] pas renoncé à son ambition de remodeler l’ordre de sécurité mondial ». Il a souligné qu’une Alliance atlantique forte restait primordiale pour la sécurité européenne et que des Alliés européens plus forts représentaient un atout stratégique considérable pour les États-Unis, qui peuvent ainsi mettre « la force au service de la paix sur la scène mondiale ».
Le secrétaire général a répété qu’il n’y avait pas lieu de douter de l’attachement des États-Unis à l’OTAN et à l’article 5. « Écoutez le président Trump, qui a maintes fois réaffirmé son engagement en faveur d’une OTAN forte. Écoutez les deux grands partis du Congrès, qui expriment leur soutien résolu à l’égard de l’Alliance. Et plus largement, écoutez les citoyens américains », dont les trois-quarts se disent favorables à l’OTAN, ainsi qu’il ressort d’un récent sondage Gallup.
M. Rutte a ajouté que l’engagement des États-Unis dans l’OTAN s’accompagnait d’une exigence claire : celle de voir les Alliés européens et le Canada assumer une plus grande part de responsabilité dans la sécurité collective.
Il a également affirmé : « Le sommet de La Haye ouvrira un nouveau chapitre pour l’Alliance atlantique. Face à un monde devenu plus dangereux, les Alliés œuvreront ensemble, en assumant chacun leur part, à rendre l’OTAN plus forte et plus redoutable ».
