NATO Secretary General, Lord Robertson, has expressed his satisfaction at the successful holding of municipal elections in the province of Kosovo on 28 October. Turnout was high and the level of violence was low. The Organisation for Security and Cooperation in Europe (OSCE) announced that approximately 80% of the population participated in this vote for local representatives.

The final results were certified by the Special Representative for Kosovo of the UN Secretary-General, Dr Bernard Kouchner, on 7 November. Ibrahim Rugova's party, the Democratic League of Kosovo (LDK) won a majority of municipalities, with a total of 504 seats out of 869, ahead of Hashim Thaci's party, the Democratic Party of Kosovo (PDK), which won 267 seats. These two contenders carried most of the votes, with 58% for the LDK and 27.3% for the PDK.
