NATO has just hosted in Tbilisi the 2nd Annual Conference of its Professional Development Programmes “Building Capacity for Good Governance”, bringing together Georgian and Ukrainian government officials to discuss ways of enhancing the capacity of their civil servants and share experiences with experts from NATO member states.
The conference addressed issues related to conducting comprehensive civil service reform, enhancing transparency and reducing the risk of corruption in the security and defence sector, and building sustainable local capacity in both Georgia and Ukraine for professional development of their civil servants.
Georgian Deputy Defence Minister Tamar Karosanidze described the conference as “one of the most practical events of its kind.” She said that it allowed frank discussions of the challenges faced by both NATO partner countries, and arrived at effective outcomes through constructive debates with experts from Allied and partner countries.
Representatives of Ukraine’s Ministry of Defence said that Ukraine has been very fortunate to have had such a tool as the Professional Development Programme to enhance the capacity of its civilian personnel in the defence and security sector.
Conference participants concluded that NATO’s programme should be employed even more effectively to strengthen communication and cooperation between Georgia and Ukraine, given that the overall aspirations of the two countries are similar: to have qualified and confident professionals exercising democratic management and oversight of the security and defence sector.
