A seminar was held at NATO HQ to discuss means of protecting populations and industries from Weapons of Mass Destruction (WMD). It took place on 23-24 September and was the first seminar to be organised by NATO's Industrial Planning Committee (IPC) on this subject.
The aim of the seminar was threefold:
1. to familiarise civil experts with the NATO civil crisis management arrangements in the field of industry and inform participants of recent developments within NATO;
2. to discuss new threats and the way of coping with them, in particular the potential use of WMD;
3. to discuss the role of IPC and industrial experts in the field of WMD.
The seminar brought together 47 participants from eleven NATO and eight Partner countries, including eleven civil experts from NATO member countries. They discussed a range of issues, including the risk of potential chemical, biological, radiological and nuclear attacks on industries, the role that industry experts could play in such situations, the protection of critical infrastructure and transport industry, the management of the consequences of an attack or an accident with biological agents and the restructuring of national security plans.
This "IPC Vital Resources Seminar" was conducted by NATO's Civil Emergency Planning Directorate.
