At the annual security conference held in Munich, known as the Wehrkunde conference, Lord Robertson gave an opening speech on the lessons of Kosovo. After stating that the international community had won the war, he briefly outlined the importance of close relations between the military and civilians, and the value of relations with Russia and more generally with Partners. He particularly stressed the need for European members of NATO to improve their military capability and take on a greater role within the Alliance.
