Ladies and Gentlemen,

Welcome to this meeting of NATO Defence Ministers. Our security continues to be challenged in many ways.  From terrorism to weapons of mass destruction, piracy and cyber attacks.  

NATO’s purpose is to defend and protect our populations and our territory. So we must ensure that we have the right capabilities to do the job. We must fill the key capability gaps that exist today.  And we must decide how we get the capabilities required for our continued success.

Bon nombre de nos pays sont confrontés à des décisions économiques difficiles. Mais il ne faudrait pas que le secteur de la défense soit touché par des coupes budgétaires disproportionnées. Parce que si nous n'investissons pas dans les capacités dont nous avons besoin, nous pourrions mettre en péril notre potentiel militaire et notre crédibilité politique.

Il est toujours difficile de consacrer des dépenses à de grands projets de défense. Mais une bonne partie de ces projets s'inscrivent dans le long terme. Et la plupart des paiements seront à faire lorsque nos économies se seront rétablies.

Par conséquent, nous pouvons – et nous devons – commencer à planifier dès maintenant. Et notre planification doit tenir compte d'une coopération multinationale renforcée. En effet, en travaillant plus étroitement ensemble, nous pouvons utiliser nos ressources limitées avec davantage d'efficience et d'efficacité. C'est ce que nous appelons la défense intelligente.

Today, we will discuss specific ideas for working multinationally to address our key capability shortfalls.  And to help spread the defence burden more fairly. 

One of the areas we will look at closely is cyber defence.  We have already made important progress in protecting the NATO networks.  We must identify what more we need to do to address cyber threats which are evolving as we speak.  

We must also consider what the Alliance can do to help those nations that request assistance in protecting their national networks against cyber attack. Because this would show our solidarity as an Alliance.

Keeping NATO capable. That’s the purpose of our meeting today.
