Good morning and welcome to this meeting of the North Atlantic Council with ISAF partners.

Our mission in Afghanistan continues to make progress. Confident and capable Afghan Security Forces are key to this endeavour.  And they are getting stronger every day.

Afghan troops and police are taking charge of security for 75 percent of the population. They lead 80 percent of all operations across Afghanistan. And they deliver 90 percent of their own training.

À la mi-2013, les forces afghanes assumeront la responsabilité principale de la sécurité dans tout le pays. Et, dans les deux prochaines années, à mesure que les Afghans continueront d’avancer, les soldats de la FIAS pourront commencer à se retirer et à rentrer chez eux. Ce processus sera marqué par la rigueur, la réflexion et la coordination. Il reflétera l’évolution de la situation sur le terrain. Et il cadre avec notre objectif : faire en sorte qu’à la fin 2014, la sécurité de l’Afghanistan soit entièrement dans les mains des Afghans.

Une fois que notre mission sera terminée, à la fin 2014, nous lancerons une nouvelle mission, différente, pour former, conseiller et assister les forces de sécurité afghanes. Les travaux de planification sont déjà en cours, avec huit de nos partenaires.

In sum, our strategy is working.  Our timeline is on track.  And our commitment remains firm.  To help the people of Afghanistan to build a peaceful, stable, and secure future – for their benefit, and ours.
