Ladies and Gentlemen,

Good afternoon and welcome to this meeting of NATO Foreign Ministers.

As we meet, the situation along NATO’s south-eastern border and the repeated violations of Turkish sovereignty raise grave concern.

Turkey has requested the deployment of Patriot missiles to augment its air defence to deter against any threat, to defend its population and territory, and to contribute to the de-escalation of the crisis along the Alliance’s border. We stand with Turkey in the spirit of strong solidarity. And we stand ready to take the necessary steps for the defence of Turkey.

Meeting the security challenges of the 21st century requires continued Alliance solidarity.  It requires continued political, military and economic investment in defence despite the current economic crisis.  And it requires close relations with our partners.

Il y a deux ans, au sommet de Lisbonne, nous avons adopté un nouveau concept stratégique. Celui-ci indique clairement que c’est dans le cadre d’un vaste réseau de partenariat avec des pays et des organisations du monde entier que la promotion de la sécurité
euro-atlantique peut être assurée au mieux. 

Nos opérations démontrent le potentiel de notre coopération, aussi bien pour les Alliés que pour les partenaires.  Tout comme le démontre le travail que nous accomplissons ensemble pour promouvoir les réformes démocratiques et renforcer les capacités des partenaires dans le monde.  Nous devons exploiter au maximum ce potentiel, pour relever les défis de sécurité d’aujourd’hui, et les défis émergents de demain.

At our Chicago summit earlier this year, we engaged our partners at the highest level. So this is a good moment to push our partnership policy forward.
