I have been asked to speak to you today about NATO’s operations and missions but I intend on keeping my comments short in order to maximize the amount of time available to answer your questions.

ISAF

Mission: In accordance with all the relevant Security Council Resolutions, ISAF’s main role is to assist the Government of the Islamic Republic of Afghanistan (GIRoA) in the establishment of a safe and secure stable environment with full engagement of the Afghan National Security Forces (ANSF), in order to extend government authority and influence, thereby facilitating Afghanistan’s reconstruction and enabling the Government of Afghanistan to exercise its sovereignty throughout the country.

Troops: over 100,000

Contributing nations: 45 total (28 NATO and 17 Non-NATO)

NATO Training Mission – Afghanistan and the Combined Security Transition Command – Afghanistan (NTM-A/CSTC-A)

Mission: In coordination with key stakeholders, generates the ANSF, develops capable ministerial systems and institutions; and resources the fielded force to build sustainable capacity and capability in order to enhance the GIRoA’s ability to achieve stability and security in Afghanistan.

The Afghan National Army (ANA) growth is critical to NATO’s success. On 20 Jan 2010, the Joint Coordination Monitoring Board (JCMB), co-chaired by the Afghan government and the United Nations, agreed to increase the total strength of the army to 171,600 by October 2011.

In December 09, the Afghan National Police (ANP) had a force strength of almost 95,000. In January 2010, the JCMB authorize the expansion of the ANP from 96,800 force level to 109,000 by Oct 2010; and 134,000 by Oct 2011.

KFOR

Mission: Provide a NATO-led military presence in Kosovo contributing to a safe and secure environment, in which UNSCR 1244 and related measures can be further implemented, for the safe return of all displaced persons and refugees, and to assist in the creation of the conditions for a final settlement.

Troops: just under 10,000

Contributing nations: 18 NATO and 8 Non-NATO nations

Balkans (other than Kosovo)

NATO has advisory functions in Bosnia and Herzegovina (BiH), Montenegro, FYROM and in Belgrade.  NATO also supports EUFOR operations in BiH (which replaced NATO in December 2004).  The NATO presence in Tirana will close down this summer (2010).

Operation OCEAN SHIELD (OOS)

Mission: To deter and disrupt piracy off the coast of Somalia, and to offer, to regional states that request it, assistance in developing their own capacity to combat piracy activities in full complementarity with existing international efforts as coordinated with the Contact Group on Piracy of the Coast of Somalia.

Nations, troops and assets: Depends on the schedule of NATO operations, the tactical situation and national contributions.
It involves NATO Maritime Standing Naval Forces, national Maritime Patrol Aircraft, transiting military vessels, etc.

Operation ACTIVE ENDEAVOUR (OAE)

Mission: Conduct maritime operations to demonstrate NATO’s resolve to help deter, defend and disrupt and protect against terrorism.

Nations, troops and assets: Depends on the schedule of NATO operations, the tactical situation and national contributions.
It involves NATO Maritime Standing Naval Forces, national Maritime Patrol Aircraft, transiting military vessels, etc.

NATO Training Mission in Iraq (NTM-I)

Mission: Provide training and assistance to the Iraqi Security Forces (ISF) in order to contribute to the development of Iraqi training structures and institutions.

Troops: 183 personnel conducting 13 different courses

Contributing nations: 14 NATO and 1 non-NATO country (Ukraine)

SUPPORT TO African Union (AU)

NATO support to the AU has been maintained with a NATO Military Team from JC Lisbon permanently deployed in Addis Ababa, Ethiopia to assist the AU’s military staff and the current AU Mission in Somalia (AMISOM).  NATO has agreed to provide strategic airlift and maritime lift support to AMISOM on a case by case basis through January 2011, although it is conditional on NATO Nations’ willingness and ability to provide such assets.
