A heartfelt welcome to all Allied and Mediterranean Dialogue Ministers to this important event, our first ever Defence Ministerial meeting.

Thanks to the Italian government for their excellent organisation and for providing this wonderful Mediterranean town as the setting for this landmark meeting.

NATO and the MD countries widely face the same challenges to their security, such as terrorism, failed states or the proliferation of weapons of mass destruction.

Despite sometimes difficult regional contexts, they also share the strong desire for increased dialogue and confidence across the two sides of the Mediterranean.

These common aspirations and security needs have led to the creation of the Mediterranean Dialogue, a little more than 10 years ago.

Progress has been constant since then, but the Istanbul Summit in 2004 marked a joint preparedness to make a quantitative and qualitative step towards a genuine partnership.
