Ladies and Gentlemen,

Last two years have brought a number of decisions of vital importance for the strengthening of co-operation between NATO and Partners. In spring 1997 we launched the enhanced PfP programme and the Euro-Atlantic Partnership Council. The comprehensive report on the enhancement of PfP and the implementation of the EAPC Basic Document is the best evidence of the development we have achieved since that moment.

The next defence ministerial meeting of the EAPC, Poland will attend as a member of the Alliance. In this context I want to underline that we have gained a lot from our participation in political and military activities organised under auspices of EAPC and PfP. On the one hand it has improved our ability to contribute to the European security and stability in many aspects. On the other hand it has proven very helpful for our integration into the NATO structures and Alliance's collective defence planning process. Today, once again I want to strongly reaffirm that after joining NATO we will continue our active contribution to the further development of the EAPC and PfP.

Thus we welcome recent progress achieved in implementation of the Partnership Staff Elements, further expending and adapting of the PfP Planning and Review Process as well as creation of the Euro-Atlantic Disaster Response Coordination Centre.

We also attach a great importance to all the EAPC/PfP initiatives that reinforce regional stability in the Balkans, including intensive NATO-Partners consultations on Kosovo crisis.

Ladies and Gentlemen,

Looking ahead to the forthcoming Washington Summit we have to work intensively together to get the comprehensive package of measures which will further enhance EAPC and make PfP more operational. The package should include the accomplishment of work on the Political Military Framework for NATO-led PfP peace support operations, further adjustment of PARP and implementation of the PfP training centres initiative as part of the enhanced education and training PfP framework. Poland hopes that the further enhancement of PfP will bring all Partners closer to NATO including those who are strongly committed to membership in the Alliance.

I am convinced that during Washington Summit NATO-Partner co-operation in the context of EAPC and PfP will be recognised as a major building block of the new and open Alliance ready to meet the challenges of the XXI century.
