The State Secretary:
welcomed NATO's decision in the NAC concerning Bosnia-Herzegovina, Kosovo and FYROM, taking during the Ministerial meeting on the 28th of May 1998.
took note of the US State secretary Albrights' and other speakers' sharp reaction towards the recent nuclear tests made by India and Pakistan. These tests should be noted as tragic setbacks in an era that everyone hoped would be famed for peace and co-operation.
described the great number of EAPC-states around the table as the symbol of the collective responsibility for the peace these states are trying to create - with the work done in Bosnia-Herzegovina as a good example.
emphasised the importance of a political-military framework for partner participation in and the possibility to influence NATO-led operations and referred to a seminar held in Sweden in May.
stated that the PfP co-operation in itself promotes confidence-building and conflict prevention. Sweden therefore puts great importance in involving as many neighbouring countries as possible in the exercises. In this context the participation of Russia in Co-operative Jaguar is of particular importance.
Stated that a natural division of labour is evolving between the NATO/EAPC and the OSCE. OSCE should have a leading role in conflict prevention and human rights monitoring, in the political crisis management and in construction of democratic institutions after a conflict. NATO and the EAPC should have a key role in the planning and implementation and political oversight of NATO led military crisis operations under the authority of the UN or the OSCE.
stressed that the EAPC should avoid moving into areas where the OSCE has ample experience and is doing a good job.
Declared that in accepting this broad division of labour, there is no need to be dogmatic. PfP has a further political dimension through the right to consult in accordance with article 8. A more operative role for the OSCE should not be excluded.
stated that there are areas of conflict prevention which are closely linked to military crisis management. One such area is preventive deployment of troops to reduce tension in a potential conflict area. UNPREDEP serve as maybe the best example in this regard. This operation continues to play a crucial role in conflict prevention. There is an obvious need for the extension of the UNPREDEP mandate this summer. Sweden will, as in Bosnia, continue to serve in this UN operation.
