The three subjects proposed: Follow-up to the Lisbon Summit with particular reference to the updating of the CFE Treaty; the consolidation of the peace process in Bosnia; and the development of NATO-Russia Relations are certainly appropriate.
As regards the first of these, and in the light of what emerged at Lisbon, I think it is in our interest to confirm the open and constructive attitude already manifested at Lisbon, with regard to Russia's concerns over the CFE Treaty.
On the developments in Bosnia, I think that the overall experience of our cooperation with Russia on the peace process - and this not only on the military level - has been very positive on the whole. I think it could be a good idea to involve Russia as fully as possible in the planning for the stabilization force and to show Primakov our openness on this issue.
Finally, concerning the development of NATO-Russia relations, we must be aware of the extent to which the issue of NATO enlargement is an ongoing process and we do not intend to stop it or slow it down, we must consider seriously, how to take into due account the security concerns, and the political perceptions that influence Moscow's attitude.
I am not thinking in terms of an actual negotiation, but I do believe it is necessary to find the right modalities for discussing and providing to the Russian government the assurances that could help to allay its concerns.
Much remains to de done, also in terms of establishing the necessary links between our respective military apparatus' and translating into concrete action our commitments regarding NATO-Russia consultation and cooperation. To this end, we must seek to establish with Moscow a partnership, to be formalized in a document.
