On the 14th and 15th of September 2020, Mr. Karlo van den Akker, Board Member of the International Board of Auditors NATO (IBAN) provided a lecture to military students (OF-4 and OF-5 level) at the Dutch Royal Military Academy learning about Export Controls.
Export Controls is the system used by Nations for controlling the trade in arms and dual-use items, which are items that have both a civilian and military use. One of the most acute and complex challenges with regard to the effective implementation of Export Controls is the detection and investigation of any violations of such controls. Mr. van den Akker explained to the students how audits can be an important tool to detect non-compliance. In particular, Mr. van den Akker provided the students with insight on how the use of risk analyses and other audit tools from the auditors’ toolbox can be used to investigate possible non-compliance with established Export Controls systems.
