A Tailored Building Integrity Programme has just been launched for South Eastern Europe, aimed at building more effective institutions. Developing such a programme had been identified as a priority by Allied leaders at the Chicago Summit in May.
“The concept is simple," said Ambassador Dirk Brengelman, NATO Assistant Secretary General for Political Affairs and Security Policy, “assess the current situation, identify gaps and promote good practice.”
The programme was discussed at a meeting involving representatives from 16 NATO member and partner countries on 13 and 14 December 2012, chaired by Ambassador Brengelman and with the participation of Avgustina Tzvetkova, Deputy Minister of Defence of Bulgaria.
The programme was developed in close cooperation with Bulgaria, Norway and the South Eastern Defence Ministerial process. Ambassador Brengelman emphasized that it would not have been possible without the support of nations outside the region. In particular, he thanked Norway and Switzerland for investing significant financial and intellectual resources in the initiative.
Deputy Minister Tzvetkova pointed out the three essential components for successful anti-corruption reform: “political will; a clear strategy for its practical application; and objective external evaluation to act as a corrective when necessary, by comparing the chosen direction with the prerequisites to building integrity.”
She stressed her “firm belief that this project will contribute substantially to building integrity in the defence sector of the countries of South Eastern Europe.”
