Lieutenant General Arben Kingji was born in Kukës, Albania, on 22 December 1970. He graduated from the Albanian Military Academy in 1993, as an infantry officer, and was commissioned as Platoon Commander in the Infantry Division in Shijak, Durres.
In 1994 he completed the Basic Commando Course in Türkiye, following which he served as Platoon Commander and later on Tactics Instructor in the Commando Troop School, in the Commando Brigade.
Upon graduation from the Special Operations Forces Course in 1999, until 2003 he served as commander of the 7th Special Operations Group in the Special Operations Forces Battalion and during that time, in 2002 he was promoted to Captain.
In April 2003, he was appointed as Chief of Operations and Training in the Special Operations Forces Battalion, and on the same year, in August 2003 he was appointed Deputy Commander of the Special Operations Forces Battalion, a job position he held until 2007, and during which, in 2005, he was promoted to Major.
In 2008, he graduated from the Command and General Staff Officer Course. Afterwards, from 2008 until 2010, he served as a Training Assessment Specialist in the Joint Force Command, Durres. In 2009, he was promoted to Lieutenant Colonel.
From 2010 until 2013, he served as Infantry Battalion Commander, in Poshnje, Berat. In 2014, following the graduation from the High Level Officer Course in the Albanian Armed Forces Academy, he was assigned Commander of the General Staff Support Battalion.
In December 2014 he was promoted to Colonel, and from 2015 – 2017 he served as Commander of the Military Police Battalion, in Tirana. During this period, he attended the Senior Course on Security and Defence Studies, in the Albanian Armed Forces Academy.
From 2017 until 2018, he served as Defence Attaché, resident in Romania, nonresident in Armenia, Bulgaria, and Moldova, and upon return, he was assigned Commander of the General Staff Support Battalion.
In 2020 he was promoted to the rank of Brigadier General, and appointed Commander of the Albanian Land Force.
In August 2022, he was promoted as Chief of General Staff of Albanian Armed Forces, by decree of the President of Republic of Albania. In June 2023, he was promoted to Major General. Afterwards, in November 27th, 2024 he was promoted to Lieutenant General, the highest military rank in Albanian Armed Forces.
In August 2025, he was appointed for a second term as Chief of General Staff of Albanian Armed Forces, by decree of the President of Republic of Albania.
Lieutenant General Kingji has extensive experience in military operations abroad, having completed three tours of duty in Afghanistan (2003; 2009; 2012) and one in Iraq (2006) as Contingent Commander.
