Dr. Bardhyl Kollçaku is the Permanent Representative of the Republic of Albania to NATO. Appointed in March 2026, he brings over 30 years of military leadership, strategic diplomacy, and legislative experience to the North Atlantic Council.
His career has focused on Albania’s role within the Atlantic Alliance, having served in senior command and staff positions, including his tenure as the Chief of the General Staff of the Albanian Armed Forces (2017–2020).
Dr. Kollçaku’s international service includes roles at the Supreme Headquarters Allied Powers Europe (SHAPE) as Director of the Coordination and Integration Division, and as the primary Liaison Officer for the NATO/PfP office in Tirana. Additionally, he coordinated the American Defense Review Assistance Team, served as a military observer for the United Nations (UNOMIG), and led military formations through NATO certification processes.
Following his retirement from active military service, Dr. Kollçaku was elected as a Member of the Parliament of Albania (2021–2025). During his mandate, he served on the National Security and Foreign Affairs Committees, the Special Committee on Disinformation, and the Albanian Delegation to the NATO Parliamentary Assembly.
Dr. Kollçaku’s academic background includes a PhD from the Academy of the Armed Forces and a Master of Public Administration from the University of Tirana, in collaboration with the University of Nebraska. He is a graduate of the U.S. Command and General Staff College (CGSC), the U.S. Joint Forces Staff College (JFSC), and the “Skënderbej” Military Academy in Tirana.
A frequent contributor to strategic international forums, Dr. Kollçaku has received various domestic and foreign decorations. He is fluent in English, with a working knowledge of Greek and Italian. He is married and has two children.
