Lieutenant General Carcy joined the French Air Force Academy in 1989 and has served in the Air Force for 35 years.
His early assignments included postings to the Jaguar Tactical Fighter Unit and the Mirage F1CR Reconnaissance Squadron. Over the course of the seven years spent within flying operational units, he was deployed to 11 overseas operations including Bosnia, the Central African Republic (CAR), Chad, and Iraq.
In 2004, after one year of professional development, he graduated from the French War College and served as the Deputy UAV Squadron Commander before taking command in 2006.
After completing the test and evaluation period of the Harfang system, a MALE UAV derivative of the Israeli Heron 1, he deployed the new drone at Bagram Air Base (Afghanistan) in January 2009 and flew operational missions in support of the ISAF (International Security Assistance Forces).
Back from Afghanistan in July 2009, he served as the Military Assistant to the Chief of Air Staff (CSAF). He spent three years providing daily support to the CSAF on various topics dealing with operations, capabilities, and international affairs.
In 2012, he was appointed to the position of Air Strategist to the CSAF Strategic Studies Group to the USAF Headquarters at the Pentagon, Washington DC. Two years later, he returned from the United States and took command of CREIL Air Force Base. At that time, he was in charge of providing support to and commanding 3,500 personnel on a joint base.
In 2016, he attended the 64th class of the French National Defense Institute before serving as the Joint Staff J2 Chief. After two years of providing threat assessment, he served as the Deputy Commander of BARKHANE overseas operation for one year.
He served as Defense Attaché in Washington DC from 2020 to 2022.
In summer 2022, he was appointed as the Deputy Head of the French Military Intelligence Directorate.
As of August 1st 2025, he was promoted Lieutenant General and is the French Military Representative to NATO and EU.
Lieutenant General Carcy is a command pilot with more than 2,500 flying hours, including more than 130 combat missions.
Lieutenant General Carcy is married to Tania and they have one child. He regularly competes in endurance races and enjoys cooking.
