1. Information

Ministers of Foreign Affairs will hold meetings in Antalya, Turkey, on Wednesday 13th and Thursday 14 May 2015, under the chairmanship of the NATO Secretary General, His Excellency Mr. Jens Stoltenberg. The Minister of Foreign Affairs of Turkey, His Excellency Mr. Mevlüt Çavuşoğlu will host the event.

2. Programme and pools

The detailed programme will be given to media representatives in the accreditation office when they collect their media pass.

The programme will include limited access by selected visual media to pooled events and open access to non-pooled events, as well as the retransmission of media events to the press working area and TV/Radio editing booths.

Information about the media programme of individual attending ministers should be sought directly from national Delegation(s). A list of allied press officers will be available in the media centre.

The initial remarks of the various NATO meetings will be broadcast live on the internal closed-circuit television system and can be viewed in the press working area. Audiovisual media representatives who wish to cover the initial remarks from inside the Council room may make a written request for a pool card to the NATO media coordinator (e-mail address given at the end of this advisory). No confirmation will be sent. Pool cards for restricted-access events will be given to a small number of cameramen and photographers drawn from among those who submit an accreditation request on time; these will be distributed at the Media Centre information desk from 16:00 on 12 May 2015.

When a media representative accepts a NATO pool position it is with the strict understanding, in accordance with international practice, that the act of accepting the accreditation to be in a NATO pool implies explicit and unconditional agreement by that media representative that he/she will share immediately and upon request with other media accredited to the NATO event all information collected, and/or all material produced, while in that pool. It also implies explicit agreement that the media representative will share the material with no impediment from their own news organization, at no charge to other journalists and with no restriction on the use of the material for legitimate news purposes. Media representatives can only accept the pool accreditation if they have the explicit backing of their employer to all of the conditions on providing pool material as the basis of accepting the pool position.

Photographers seeking pool photo materials should first show interest in joining the pool. They should also contact the photo agency of which they are a member or client. Media representatives and the news organizations that employ them who accept any material from a pool accept it with the explicit and strict understanding that it must be identified as pool material any time it is used, that it can be used only for legitimate news purposes and that the receiving party has no right to sell pool material or otherwise profit from it.

The NATO photographers and cameramen will post the audiovisual sequences of all the media events on the NATO website; the sequences can also be obtained from the TV & Radio Unit and/or the NATO Internet Television Channel (see NATO Media Coordinator’s contact details below).

3. Venues

The Susesi Resort hotel (Iskele Mevkii, Belek, Antalya, 07450 Turkey) is the venue for the ministerial meetings. The Media Centre will be located in the same hotel, and the Media Accreditation Office will be located at Hotel Ela Quality Hotel, just next door (Serik, 07506 Antalya, Turkey).

4. Accreditation and security checks

All media representatives wishing to cover the ministerial meetings need to request accreditation. Applications for accreditation can only be made electronically on-line via internet by clicking on the following link: https://my.hq.nato.int/

Applications for accreditation should be made no later than 18h00 GMT on Friday 1 May 2015. Media representatives who have successfully been accredited will receive an automated email response. Media representatives should be mindful that this confirmation will be sent on 5 or 6 May 2015.

The usual NATO accreditation procedures shall be applicable to this meeting. The accreditation process requires interested media representatives to create a user name and password and to provide a digital picture (3.5 x 4.5 cm passport-size photo, JPEG format).

Access to the Media Centre requires a media pass issued at the Accreditation Office. Media passes will not be mailed to applicants and must be picked up in person at the Media Accreditation Office upon presentation of a valid I.D. card or passport and a valid press card (or letter of accreditation from a recognized media organization).

Passes must be worn visibly at all times and secondary identification may always be asked for by security personnel. Media representatives are informed that security personnel will examine and test equipment and personal effects carried onto the site, and they are advised to arrive with sufficient lead time to clear security checks. Television and radio broadcasters, wire services and photo agencies bringing bulky equipment are particularly urged to bring it into the Media Centre on Tuesday, 12 May 2015.

6. Broadcasting

Production:

Turkish Radio and Television (TRT) is going to be the host nation broadcaster of the Foreign Ministerial. It will produce the live pool signal of the arrivals, main media events, opening speeches, family photo, closing speeches and joint declarations. TRT will also produce live pool signal of the press conferences to be organized in the main press theatre (Maksim).

TRT will record all the abovementioned events on XD Cam HD.. The Host Broadcaster will upload all the abovementioned events on an FTP file titled "NATO ANTALYA" accessible to all media. Media wishing to obtain a recording should bring their own disc.

Distribution:

EBU will be responsible for feed distribution to 12 TV and Radio editing booths. TV and Radio media can reserve editing space with EBU. The booths will be allocated on a first come first served basis. Point of Contact: Mr. Ivan Stojanovic: newsoperations@eurovision.net.

Transmission:

NATO will ensure that all live media events are available on satellite worldwide (Eutelsat). TRT will further transmit live coverage on Turksat¹ (Point of Contact: cigdem.sahin@trt.net.tr; phone: +90.532.375.3988).  

EBU will provide uplink services to accredited media. EBU will manage live outdoor positions and play outs (SDI out). Bookings can be made via the same contact address: newsoperations@eurovision.net.

A TV studio equipped for live transmissions is available upon booking. Bookings will be handled by EBU (contact above).

7. Communications

Laptop computers will need to be equipped with RJ 45 plugs in order to be able to connect to the LAN high-speed communication network in the Media Centre. In addition, wi fi connectivity will be possible. ISDN lines will be available for radio transmissions in the radio editing booths.
Media representatives are advised to check if they need to use a Euro ISDN standard adaptor. Electricity supply in Turkey is at 220 volts and plugs have two round-prong European-style pins.

8. Accommodation

Media representatives are invited to make their own hotel arrangements.

9. Media Transport

A shuttle service will be available from Antalya Airport to the Accreditation Office (in Ela Quality Resort), and near to the other media hotels, in accordance with the attached timetable (Annex 1).

A taxi ride from the Airport to Belek Center/Ela Quality Hotel costs approximately 60 €.

10. Visa policy

Information on visa requirements and the way in which to apply for a visa to travel to Turkey can be found on the following website:

Online visa application service (“E-visa”) is available for certain countries. Please refer to https://www.evisa.gov.tr/ (available in Turkish, English, French, German, Spanish and Polish) for availability of service. Visas obtained via E-visa applications cannot be free of charge and charges may vary according to country of origin.

Obtaining a visa does not in itself imply confirmation of accreditation.

Turkish diplomatic missions will issue visas free of charge for media representatives who have obtained proof of accreditation. Media representatives should be mindful that this confirmation will be sent on 5 or 6 May 2015.

11. Access to the Media Centre and parking

Media will have access to the Media Centre by a short walk from the accreditation office, located at the adjacent Ela Quality Hotel. There will be a taxi drop-off point near the entrance of Ela Quality Hotel, where the Accreditation Office is located.
