Mike Horgan

Mike Horgan ACMA CGMA took up appointment as the International Military Staff (IMS) Budget Group Financial Controller in March 2024 at NATO Headquarters in Brussels. He is the principal adviser to the Director General of the IMS on all financial matters, including planning, budgeting, execution, risk management, internal control, accounting, treasury, audit and procurement. In his capacity as Science and Technology Organisation Financial Controller, he works with NATO’s Chief Scientist as well as the NATO Defense College Commandant on the preparation and submission of their financial plans, budgets and Financial Statements.
Mike joined the UK’s Ministry of Defence in 1998 specialising in resource management and in 2007 he qualified as a Chartered Management Accountant. He has undertaken a broad range of resource management roles including long-term financial planning, budget management and execution, investment scrutiny/approval and accounting functions. He has also worked in security policy, project management and HR roles.
As a senior leader in the UK Government, he has been the principle financial advisor to the National Security Adviser and Commander Home Command. He was the Chief Accountant and Head of Profession for the UK’s Strategic Command. He has delivered an organisational change management programme for MOD’s Head Office and he also deployed on military operations to the Middle East.
Prior to joining the IMS, Mike was the UK’s representative on NATO’s Resource Policy and Planning Board (RPPB) at NATO Headquarters. The RPPB is the senior body advising the North Atlantic Council on the management of NATO common-funded resources, including policy, eligibility, affordability and capability investment decisions. He also led on the logistics, medical, engineering and workforce portfolios for the UK Delegation to NATO.
