Mr. Aguirre joined the NATO Office of Resources (NOR) as its Director in August 2014. The NOR supports political level negotiations on resource policy and makes recommendations to decision-makers on the efficient use of common funding to achieve NATO objectives. The NOR advises and supports the Nations, the resource committees, other HQ divisions, and the NATO bodies on the planning and allocation of resources for the NATO command structure, operations & missions, and strategic capabilities. As Director NOR, Mr. Aguirre is responsible to the Secretary General for the leadership and direction of the NOR and advises the Secretary General on all military resource matters.

Prior to joining the NATO International Staff, Mr. Aguirre was a Deputy Director of the Department of Management and Finance at the Organization for Security and Co-operation in Europe (OSCE), in Vienna Austria, responsible for Mission Support Services, including the logistical planning and execution of the OSCE's deployment of the Special Monitoring Mission to the Ukraine.
From 2006 to 2013, Mr. Aguirre served at the US Mission to NATO in Brussels, Belgium as the US Representative on NATO budget, financial management, reform, agencies, and general management issues. He served on the NATO Military Budget Committee, including as its Dean, as well as on several other resource and management related committees, dealing with the operation and maintenance of NATO common-funded entities, and supporting Alliance operations in Afghanistan, the Balkans, and others.
From 2002 to 2006, Mr. Aguirre served in the US Department of Health and Human Services (HHS), where he was selected for the US Governments highest career level, the Senior Executive Service. He served initially as Business Manager of the HHS Program Support Center, a customer-funded entity providing 30 categories of service to the Department's 65,000+ staff, and after one year was promoted to the post of Director of Administrative Operations.
From 2000 to 2002, Mr. Aguirre served as Director of Corporate Planning & Budget Officer of the $1.2B customer-funded US Patent and Trademark Office, in the US Department of Commerce.
From 1992 to 2000, Mr. Aguirre served in the US Defense Logistics Agency (DLA). He began his career in 1992 as a Budget Analyst at DLA HQ in Alexandria Virginia. In 1994 he was appointed Budget Officer of the Agency's European HQ, in Wiesbaden Germany, where he supported US and NATO operations in the former Yugoslavia. When DLA decided to implement a Shared Services Center for Europe in 1996, he established the Center and was its Director.
Mr. Aguirre holds a Master of Public Administration from Troy State University, a Master's in Business from the University of Maryland, a Bachelors in Finance from Frostburg State University, and an Associate's Degree from the University of Maryland – Munich Germany Campus. He is a graduate of the Program for Senior Executive Fellows at Harvard's Kennedy School of Government, the Professional Military Comptroller's School at Air University, and a number of professional training programs. He holds a Certified Government Financial Manager (CGFM) designation from the Association of Government Accountants. He speaks English, German, and French.
