Introductory remarks

Bonjour et bienvenue à cette réunion de la Commission OTAN-Ukraine en session des ministres des Affaires étrangères. Permettez-moi tout d’abord de souhaiter chaleureusement la bienvenue à notre collègue et ami, Volodymyr Khandoguiy, ministre par intérim.

Monsieur le ministre, cette réunion constitue une étape importante de plus dans le processus de dialogue politique et de contacts réguliers de haut niveau entre l’Ukraine et l’OTAN.

À notre dernière réunion, en décembre 2008, nous avons lancé une nouvelle phase dans les relations OTAN-Ukraine.

La décision de l’OTAN de renforcer son soutien aux processus de réforme engagés par l'Ukraine et par la Géorgie a créé des opportunités nouvelles, mais suscite également l’attente de résultats de ces deux pays.

Today’s meeting provides us with an excellent opportunity to take stock of the progress achieved so far, and to reiterate our mutual interest in advancing Ukraine’s Euro-Atlantic course and related reforms.

Indeed, Mr. Minister, the Annual National Programme that your country is developing for the first time is a tool designed to help Ukraine plan and continue to implement political, economic, defence and security sector reforms.

I would like to reassure you, Mr. Minister, that NATO and Allies remain ready to assist Ukraine in these efforts, as in other key reform areas. At the same time, it should be recognised that the primary responsibility rests with Ukraine.

This underlines the necessity for Ukraine’s political forces to engage in a constructive dialogue and work towards a common platform of the country’s strategic goals.

With this, ladies and gentlemen, I would like to give the floor to Minister Khandogiy.
