Prime Minister, it is a great pleasure to be back here in Rome. Thank you for your warm welcome.

Italy has been a staunch member of our Alliance since its creation and continues to demonstrate strong commitment to NATO every day, in many different ways.

You are making a significant contribution to our mission in Afghanistan. Italy is playing a pivotal role in ISAF by leading our efforts in the West.  And we pay tribute to the service and sacrifice of Italian troops.

They are making a difference in Afghanistan. Afghan soldiers and police are now moving into the lead for security nationwide, as ISAF’s role is shifting from a combat to a supporting role. By the end of 2014 our combat mission will be complete. We are planning a new, non-combat mission to train, advise and assist the Afghan forces. And I thank Italy for your intention to participate and play a leading role in this new mission.

You are also one of the main contributors to our operation in Kosovo, where we can see real progress on the ground. You played a major role in protecting civilians in Libya. And the Italian Navy has recently successfully completed a tour leading our counter-piracy mission off the Horn of Africa.

These contributions are even more valuable at a time when all our nations have to make tough budget choices.  Yes, security has a price. But insecurity has a cost that we cannot afford. By working together as Allies, and by making sure that defence spending is given priority, we can increase security for all at a price that we can afford. 

Here too Italy provides a powerful example by participating in 17 of our  multinational Smart Defence projects. And you are leading three of those. This is the best way to get value for money. This is the best way to have a strong Europe in NATO and in the world. And the best way to strengthen transatlantic solidarity, which is the bedrock of our Alliance.  

So, Prime Minister, let me thank you again for your country’s commitment to NATO. I look forward to continuing our close cooperation in the future.
