Work Plan for Dialogue, Partnership and Cooperation 1994

Introduction

The Foreign Ministers and Representatives of the member countries of the North Atlantic Cooperation Council have agreed to the following Work Plan for 1994 building on the foundations and principles of dialogue, partnership and cooperation already established, in particular at the Rome Summit in November 1991 and NACC Ministerial Meetings.

Political and Security Related Matters

    Topics
    1. Specific political and security related matters, including regional security issues;
    2. Conceptual approaches to arms control, disarmament and non- proliferation, including the security of new non-nuclear weapon states and the general problems of security related to nuclear issues;
    3. Strengthening the consultative and cooperation process;
    4. Practical cooperation with CSCE on security issues, in particular in the field of peacekeeping.

    Activities

    1. Consultations at Ambassadorial level, including on specific issues in brainstorming format;
    2. Regular and, as events dictate, ad hoc consultations of the Political Committee with cooperation partners, including as appropriate with experts;
    3. Meetings of each Regional Experts Group with experts from partner countries once a year;
    4. Briefing of cooperation partners on decisions taken by the North Atlantic Council and other important developments in the Alliance having direct bearing on security and stability;
    5. At least one seminar with CFE cooperation partners on implementation of the CFE treaty;
    6. Building on current programme of joint multinational inspection teams and joint inspector/escort training for CFE cooperation partners, including a CFE Course for verification teams' inspectors to be held in the Schooling Centre in Komorni Hradek;
    7. Through the VCC, develop the means to share the information in the VERITY data base with CFE cooperation partners;
    8. Study the possibility of establishing cooperation partner offices at NATO.

Policy Planning Consultations

    Topic
    1. Mid- and long-term foreign and security policy issues.

    Activity

    1. A meeting of NATO's Atlantic Policy Advisory Group with cooperation partners in the spring of 1994 in Lithuania.

Peacekeeping

    Topics
    1. Conceptual and operational aspects related to peacekeeping;
    2. Military cooperation in the area of peacekeeping;
    3. Cooperation concerning the possibility of the preventive deployment of forces in the framework of peacekeeping.

    Activities

    1. Consultations on peacekeeping and related matters in the Ad Hoc Group on Cooperation in Peacekeeping aimed at facilitating cooperation among interested NACC members and participating non-NACC CSCE states for the conduct of peacekeeping activities, including in the areas of planning, training, exercises, logistics and equipment interoperability and standardisation;
    2. Cooperation activities in peacekeeping.Details to be decided by the NACC Ad Hoc Group on Cooperation in Peacekeeping.

Defence Planning Issues and Military Matters

    Topics
    1. Principles and implications for security of strategy and military doctrine;
    2. Issues of defence planning including organisation and roles of the Ministry of Defence and the General Staff;
    3. Force and command structures, including reserve forces;
    4. Military contribution to conceptual approaches to arms control and disarmament issues;
    5. Cooperation in the planning and development of military exercises, subject to political guidance and any related Ministerial decisions;
    6. Democratic control over the armed forces and promotion of civil- military relations in a democratic society;
    7. Concepts and methods of training and education in the defence and military fields;
    8. Consultations on concepts of modernisation of command and control systems, including communications and information systems;
    9. Conceptual discussion on the potential role of the armed forces in natural and technological disaster clean-up;
    10. Planning, organisation and management of national defence procurement programmes;
    11. Air defence related matters.

    Activities

    1. Consultations of the Military Committee in cooperation session at Chiefs of Staff level, and other MC meetings with cooperation partners and consultations in other appropriate fora;
    2. High-level military visits, staff talks and other exchanges, such as port visits;
    3. Continuation of exploratory team and expert team working sessions;
    4. Participation by cooperation partners, including civilians, in a variety of courses (including selected regular courses) and other activities at the NATO Defence College, the NATO School (SHAPE) and NATO Communication and Information (CIS) School, including on topic 06;
    5. Invitations to MNC Seminars including SHAPEX, SEALINK and NAC Sea Day;
    6. Two high level workshops hosted by cooperation partners.Possible topics could be:
      • Civil/Democratic Control of the Armed Forces
      • Concepts of Defensive Strategies and their Impact on Force Structure.
    7. Other workshops on technical subjects.These could include:
      • Logistics
      • Command, Control and Communications
      • Defence resource planning and procurement programme management
      • Norm setting in various areas of military technology
    8. Developing a joint NATO/Cooperation Partner Guidance for the Implementation of the Military Cooperation Programme;
    9. Exchange of Speakers' Tours and instructors to educational institutes, headquarters and military units;
    10. Reciprocal visits and exchanges of limited duration of mid-level officers and officials between NATO headquarters, Allied countries and cooperation partner countries for the purposes of information and training;
    11. Exploration of options for joint training and joint exercises;
    12. Exploration of options to create a clearing house for training programmes;
    13. Exploration of options for coordinating and enhancing Language Training;
    14. Providing information material on experience in the transformation of the military and on establishing full democratic control over the armed forces, with particular emphasis to be given to the sharing of experience by member nations which have recently undergone a similar processes;
    15. Promotion of a civilian defence contact programme to complement the military contact plan;
    16. Workshop on Crisis Management for the purpose of exploring means of cooperation;
    17. Cooperative activities in the field of defence procurement programme management, to include multi-national expert team missions, the provision of documentation and expert workshops and seminars on different aspects of this field including standardisation and interoperability, to be developed under the auspices of the CNAD;
    18. Consultations with cooperation partners on air defence aspects of agreed mutual interest.

Economic Issues

    Defence Conversion (Including its Human Dimension)

    Topics

    1. Conversion and social stability: Integration into the civilian economy of the manpower potential used in the military and the armaments industry;
    2. Economic aspects pertaining to restructuring armaments production sites and military garrisons;
    3. Conversion experiences (in particular in the field of armaments production) and conversion planning in cooperation partner countries.

    Activities

    1. Further development by the Economics Directorate of the database on technical expertise in defence conversion with a view to its practical use in cooperation partner countries;
    2. A Workshop, for interested countries, to consider how NATO can realistically help in areas of defence conversion. This could involve a re-launch of the pilot project scheme and result, inter alia, in the elaboration of a proforma proposal;
    3. Defence Conversion Pilot Projects supported by nations;
    4. Exploratory study of the need and feasibility for establishing a database on defence industry to be converted in cooperation partner countries;
    5. A Workshop on practical defence conversion activities with particular focus on problems encountered in restructuring major armaments production centres and military installations (to be held in an Allied country);
    6. Enlarged Economic Committee meetings , as agreed, on topics related to defence conversion.

    Defence and Security Related Issues

    1. Defence Expenditures/Defence Budgets and their Relationship with the Economy
    2. Topics

      1. Interrelationship between defence expenditures/budgets and the economy;
      2. Planning, management and analysis of national defence programmes and budgets as well as arms procurement under the conditions of a market economy;
      3. Modalities for transfer to civilian industry, including small and medium enterprises, of military research and development.

      Activities

      1. Seminar on Planning and Management of National Defence Programmes to be held in a cooperation partner country;
      2. Seminar on Legislative Oversight of National Defence Budgets to be held in an Allied country;
      3. Enlarged Economic Committee meetings reinforced by experts from capitals to discuss some specific aspects of the above topics.
    3. Security Aspects of Economic Developments
    4. Topics

      1. Consequences of the implementation of UN mandated economic sanctions on socio-economic aspects of regional stability;
      2. Energy supplies in the new international environment and their security aspects;
      3. Economic aspects of migration affecting security and stability.

      Activities

      1. Enlarged Economic Committee meetings, if necessary reinforced by experts from capitals, on the above topics;
      2. Joint Science/CCMS/Economic Committee with cooperation partners seminar on impact and human consequences of defence-related environmental degradation and on economic and ecological aspects of nuclear disarmament in cooperation partner countries.

    Activity not Specifically Assigned to the Above Themes

    1. NATO Economics Colloquium on "Privatisation Experiences and Policies in NACC Countries in the field of defence industry, taking into account privatisation experiences in other fields", to be organised by the Economics Directorate.

Science

    Topics
    1. Participation of cooperation partner scientists in NATO science programmes giving emphasis to priority areas of interest to NATO and cooperation partners;
    2. Ways and means of enhancing the output of scientific cooperation programmes.

    Activities

    1. Meeting of the Science Committee with counterparts from cooperation partner countries at least once a year;
    2. Attendance of scientists from cooperation partner countries in Advanced Study Institutes (ASI) and Advanced Research Workshops (ARW);
    3. Holding ASI and ARW meetings in cooperation partner countries;
    4. Participation of scientists from cooperation partner countries in the Collaborative Research Grants Programme;
    5. Sending proceedings, in hardcopy or computerized format, of NATO's scientific meetings to a central library in each cooperation partner country;
    6. Sponsoring visits of experts to cooperation partner demonstration projects and providing other assistance in initiating such projects;
    7. Sponsoring linkage grants between NATO and cooperation partner laboratories;
    8. Sponsoring participation of scientists from cooperation partner countries in the Science Fellowships Programme;
    9. Assisting cooperation partners through the use of NATO's network of referees and experts;
    10. Examining how computer networks can facilitate contacts and promote more effective cooperation among scientists in the context of current Science Committee activities;
    11. Disseminating literature on the Science programme to scientists in cooperation partner countries;
    12. Continuing involvement of cooperation partners in some projects of the Science for Stability Programme;
    13. Joint Science/CCMS/Economic Committee with cooperation partners seminar on impact and human consequences of defence-related environmental degradation and on economic and ecological aspects of nuclear disarmament in cooperation partner countries.

Challenges of Modern Society (CCMS)

    Topics
    1. Defence-related environmental issues;
    2. Pilot studies of interest to cooperation partners.

    Activities

    1. Meeting of the Committee on the Challenges of Modern Society with counterparts from cooperation partner countries at least once a year;
    2. Participation of cooperation partners' experts in pilot study meetings, workshops, conferences, seminars and holding pilot study meetings in cooperation partner countries;
    3. Dissemination of information on CCMS pilot studies, workshops, conferences and seminars, as well as approved reports to cooperation partners;
    4. The following pilot study topics to be pursued:
      • Defence base cleanups
      • Protecting civil populations from toxic material spills during movements of military goods
      • Cross-border environmental problems emanating from defence- related installations and activities
      • Reuse of Contaminated Former Military Lands
    5. Active consideration of new pilot study proposals made by either NATO or cooperation partner countries (see Annex for specifics);
    6. Increase participation in existing pilot studies on the Identification and Use of Remedial and Other Environmental Technologies to address the Environmental problems of cooperation partner countries;
    7. Joint Science/CCMS/Economic Committee with cooperation partners seminar on impact and human consequences of defence-related environmental degradation and on economic and ecological aspects of nuclear disarmament in cooperation partner countries.

Civil Emergency Planning - Humanitarian Assistance

    Topics
    1. Organisation, role and function of Civil Emergency Planning in NACC nations in responding to emergencies and disasters;
    2. Aim, principles and procedures of civil-military cooperation in pre-disaster preparedness arrangements and in responding to emergencies and disasters, including providing temporary shelter for displaced persons.

    Activities

    1. Meetings of SCEPC with cooperation partners to examine ways to exchange information on civil emergency planning, including disaster response at all levels;
    2. Three seminars hosted by Allies and/or cooperation partners focusing on:
      • Conversion of civil defence from a war related capability to preparing for peacetime disasters;
      • Civil protection in case of industrial accidents and national disasters involving nuclear power plants; and
      • Civil emergency preparedness with an emphasis on training requirements and techniques.
    3. Exchange of experience on civil emergency planning and humanitarian assistance.

Information

    Topics
    1. Contribution to increased knowledge of NATO and its policies and to a more informed debate on security matters;
    2. Exploration of members' expectations including public expectations of the information programme;
    3. Dissemination of information by electronic means.

    Activities

    1. Meetings of the Committee on Information and Cultural Relations (CICR) with cooperation partners;
    2. Information about NATO and its policies will be made available to target audiences in cooperation partner countries, including selected institutions and organizations, inter alia through embassies of NATO member countries serving as contact points and other diplomatic liaison channels;
    3. Continue and further intensify information-related cooperation with institutions established by cooperation partner countries interested and able to provide the necessary facilities, support personnel and services;
    4. Support the establishment of new NATO-related Information Centres by cooperation partner countries within the context of available resources;
    5. Visits to NATO by target groups;
    6. Sponsorship of a number of experts from cooperation partner countries to attend security-related seminars in Allied countries;
    7. Co-sponsorship with cooperation partners of seminars/workshops in cooperation partner countries;
    8. Presentations by NATO speakers in cooperation partner countries;
    9. Democratic Institutions Fellowships (individual and institutional support);
    10. Increased dissemination of NATO documentation and information materials in languages of cooperation partners.

Air Traffic Management

    Topic
    1. Civil-military coordination of air traffic management.

    Activities

    1. Enlarged CEAC plenary sessions and, as required, subordinate group meetings to improve air traffic management, especially through civil- military coordination;
    2. Exploratory team and expert team visits to assess the requirements for better coordination of European air traffic control practices and air traffic safety;
    3. Seminar under CEAC auspices to evaluate the new challenges for European air traffic management brought about by the changes in Europe.
