Workshop examines way forward for the Building Integrity programme in Afghanistan
Some twenty Afghan government experts from the defence and security sector took part in a “Senior Education Workshop” to discuss ways to build capacity and capabilities among the personnel of the Afghan Ministries of Defence and Interior. Hosted at the Police Academy of Istanbul, Turkey, from 17 to 19 December, the event was organised under the NATO Building Integrity Programme.
Delegates focused on educational needs and requirements for Afghanistan. They recognised that education and training are key to integrating best practices and promoting good governance to reduce the risk of corruption in defence establishments.
During the workshop, representatives from the two Afghan ministries as well as from the Afghan national military and police academies engaged in train-the-trainer sessions and discussed the development of curricula for the Defence Leadership course. They underlined the importance of evaluating and updating curricula and teaching methods on a regular basis.
Officials from the Afghan Ministry of Foreign Affairs, ISAF’s Task Force Shafafiyat and NATO’s Senior Civilian Representative’s office based in Kabul also contributed to the debate. They addressed proposals for a NATO-Afghan Building Integrity Centre to be established in Kabul, as part of the wider programme to build integrity and reduce the risk of corruption in the Afghan National Security Forces.
The workshop also examined ways to prepare Afghan trainers to conduct Building Integrity courses in Afghanistan in 2013.
The NATO-Afghanistan Building Integrity programme sets out a ten-year approach to building capacity in the Afghan defence and security sector. The programme was requested and adopted by the Government of the Islamic Republic of Afghanistan in 2011, in the framework of the Enduring Partnership between NATO and Afghanistan.
