Exercise ''ZHETYSU 2009''
The Euro-Atlantic Disaster Response Coordination Centre (EADRCC) and the Ministry for Emergency Situations of Kazakhstan will conduct the disaster response field exercise “ZHETYSU 2009” from 5 to 10 September 2009 in the city of Kapchagay in the Almaty province of Kazakhstan.
All together, approximately 1000 participants, including more than 500 from Kazakhstan, will take part in the exercise. Over twenty Euro-Atlantic Partnership Council (EAPC) nations have nominated civilian and military teams, as well as command elements with the expertise and capability to deal with different aspects of emergencies.
The lead-in scenario for the exercise will be a severe earthquake in the vicinity of Almaty, resulting in high numbers of victims and widespread damage to critical infrastructure, including chemical spills.
“ZHETYSU” will allow NATO and Partner countries to practice disaster response mechanisms and capabilities and to enhance co-operation in emergency situations.
The exercise “ZHETYSU 2009” is a Kazakh contribution to the Partnership for Peace (PfP) program for 2009. Since 2000, this is the tenth field exercise conducted by the EADRCC.
Through this exercise, NATO and Partner nations will practice the Euro-Atlantic Disaster Response Coordination Centre (EADRCC) procedures and Euro-Atlantic Response Unit (EADRU) capabilities in order to improve EAPC nations’ ability to respond to a disaster. The exercise will provide the opportunity to train and practice the guidelines of the International Search and Rescue Advisory Group (INSARAG) under the supervision of UN-OCHA. The exercise will also contribute to strengthen the stricken nation’s capability to effectively coordinate consequence management operations, including receiving and hosting international assistance in a demanding emergency situation.
The exercise will consist of the following phases:
5-7 September 2009: Organisation of on-site Operations, reception of teams, training for all participants and a Command Post Exercise.
8-9 September 2009: Field activities at the exercise sites.
10 September 2009: Evaluation, demonstrations and a closing ceremony.

During the exercise “ZHETYSU 2009”, a Media Centre will be established in the exercise area. The Centre will be staffed by Kazakhstan and provide working facilities for journalists.
