Enhanced cooperation between IBAN and France’s Cour des comptes: a strategic partnership for transparency and proper management of public funds

In the framework of developing relations between the International Board of Auditors for NATO (IBAN) and the Supreme Audit Institutions of NATO member states, IBAN and France’s Cour des comptes signed a strategic cooperation agreement on 11 April 2025 at Palais Cambon, Paris.
This agreement marks a new stage in the strengthening of ties between IBAN and France's Cour des comptes. It was signed by Mr Pierre Moscovici, First President of the Cour des comptes, and Mr Radek Visinger, IBAN Chair.
Signature of the agreement concluded a day of intense, constructive discussions between the IBAN members (Mr Iordanis Chatzigiannakis, Mr Carlo Mancinelli, Mr Sébastien Lepers and Ms Viveca Norman), two of IBAN’s senior auditors (Ms Lise Bruun and Mr Patrick Alix) and the Cour des comptes’ financial magistrates. It was a particularly valuable meeting thanks to both the diverse viewpoints put forward and the quality of the discussions.
The discussions covered current challenges in audit and control in the security and defence sectors, as well as external audit practices in the framework of the United Nations. The statements by Mr Paul Serre, Mr Francis Autran, Mr Jean-Michel Champomier and Mr Philippe Lavastre stimulated the discussion on good practices in financial governance and evaluating public performance.
Through this enhanced cooperation, IBAN and France’s Cour des comptes reaffirm their joint commitment to:
- transparency in management of public resources,
- efficiency in control and external audit processes,
- and confidence in national and international public policy.
This initiative reflects the importance of having an open dialogue and sharing expertise between institutions to ensure rigorous governance, in the service of citizens and NATO’s values.
