Lieutenant General F.H. (Frederik) Meulman was born on 14 July 1954 in Eindhoven.
In 1975, he started his training at the Royal Military Academy in Breda, the Netherlands immediately after finishing his secondary education. He completed his training in 1979, after which he held a number of positions with the fifth Guided Missile Group.
After following the Chief Assistants course (HOC) in 1986, he was posted to the Staff of the Commander-in-Chief, Royal Netherlands Air Force. From 1988 to 1990, he attended the Advanced Staff Course at the Royal Netherlands Air Force Staff College. He was then posted to the Air University/ College for Aerospace Doctrine, Research and Education/Air Power Research Institute at Maxwell Air Force Base in the United States, where he attended an Air Power course. He was subsequently posted to the Royal Netherlands Air Force Staff College/ Netherlands Defence College as a lecturer in Air Power.
From 1993 to 1995, Meulman was assigned to the Defence Concepts Division of the Netherlands Ministry of Defence, followed by the appointment as Head of the Operational Plans and Requirements of the Directorate of Operations/Tactical Air Force.
In 1997, Meulman became Head of the Controller Staff Division at the Directorate of Operations/Tactical Air Force. From 1998 to 2000, the then Colonel Meulman was Commander of the Guided Missile Group at ‘De Peel’ Air Base. In 2000, he was posted to the Defence Staff as Head of the Military-Strategic Affairs Division. One year later, in 2001, he moved to the position of Deputy Director of the Military Intelligence and Security Service and was promoted to the rank of Air Commodore.
In 2003, the, at that time, Major General Meulman became deputy commander of the Combined Air Operations Centre in Kalkar (CAOC2). From June 2004 to the end of 2006, he was the Deputy Commander of the Royal Netherlands Air Force. From January 2007 until March 2008, Meulman fulfilled the position of Deputy Commander Air at the ISAF Headquarters in Kabul, Afghanistan.
On 3 March 2008, Major General Meulman was appointed Deputy Chief of Defence and was promoted to Lieutenant General.
As of 15 April 2010, he is the Permanent Military Representative to NATO and the EU Military Committee in Brussels.
Lieutenant General Meulman is married to Nanette, they have two sons and one daughter.
