General Volker Wieker was born in Delmenhorst, Lower Saxony, on 1 March 1954.

1976 – 1980 Armoured artillery officer in Wildeshausen; studied surveying in Munich
1980 – 1987 Battery officer and battery commander with Armoured Artillery Battalion 315, Wildeshausen
1987 – 1989 Command and general staff officer training at the Bundeswehr Command and Staff College, Hamburg
1989 – 1991 Assistant branch chief at the Federal Ministry of Defence, Personnel Directorate, Bonn
1991 – 1992 Student on the Command and General Staff Officer Course of the U.S. Army in Fort Leavenworth
1992 – 1993 Operations and training staff officer (G 3) with Armoured Brigade 21, Augustdorf
1993 – 1996 Commander, Armoured Artillery Battalion 215, Augustdorf
1996 – 1997 Assistant branch chief (Executive Group) in the Federal Ministry of Defence, Bonn; in 1996, operations and training staff officer and Chief of the Operations Centre of the German Army Contingent IFOR, Bosnia and Herzegovina
1997 – 1999 Senior military assistant to the Federal Minister of Defence, Bonn
1999 – 2002 Head of the "Army Development" working group at Army Staff, Bonn; Commander, Armoured Brigade 40 "Mecklenburg", Schwerin; in 2001, deployment with KFOR as Commander, Multinational Brigade South, and German National Commander in Chief, Prizren / Kosovo
