General Romain MANCINELLI, Chief of Staff of Luxembourg

Romain Mancinelli was born on 19 June 1959.

As a 1982 graduate of the Ecole Royale Militaire (ERM) in Brussels he holds a "Licence en sciences sociale et militaire".

As an infantry officer he assumed the command of several units, including a reconnaissance company, which was the Luxembourg contribution to NATO's earlier rapid reaction force AMF (L).

In the framework of existing arms control and disarmament agreements and their relevant verification regimes, he had been closely involved in the implementation of the Luxembourg inspection group GIVO (Groupe Inspections, Vérifications et Observations), while conducting different inspection missions from 1990 to 1992. He was Head of GIVO from 1992 to 1996.

In 1996, he assumed the command of the first Luxembourg detachment to IFOR.

After graduation at the Collège Interarmées de Défense in Paris 1997, he was assigned as Operations, Training and Security Officer (G2-3) at the Army Headquarter from September 1997 to June 2000.

In June 2000, he was appointed as a military expert to the European Union (EU) with a view to participating in the establishment of the EU Military Staff (EUMS). From July 2001 to July 2004, he worked as an exercise expert at the Operations and Exercises Division within the EUMS.

From July 2004 to August 2005, he was the Military Advisor to the Luxembourg Permanent Representative of the Political and Security Committee (PSC) at the EU, with Luxemburg holding the EU Presidency from January 2005 to July 2005.

His last assignment was as National Military Representative to SHAPE from September 2005 until 14 January 2008. In addition, he was Deputy Military Representative as well as Military Advisor to the Luxemburg's Permanent Representative to NATO.

On the 15th January 2008 he took over the command of the Military Centre of DIEKIRCH, the operational and training centre of Luxembourg Armed Forces. He was promoted to Colonel in March 2008.

In November 2014, General MANCINELLI is designated by the council of ministers to become chief of defence. He took up his duties on 01st December 2014.

General MANCINELLI is married and has two girls.

His national military decorations are:

  • Commandeur dans l'Ordre de Mérite,
  • Croix de 25 années de service,
  • Croix d'Honneur et de Mérite Militaire en Bronze,
  • Médaille commémorative Prince Jean de Luxembourg ;
  • Commandeur dans l'Ordre grand-ducal de la Couronne de Chêne,
  • Officier dans l'Ordre de Mérite civil et militaire d'Adolphe de Nassau,

While his foreign and international military decorations are:

  • Gran de Cavaleiro da Ordem do Infante Dom Henrique (Portugal),
  • Médaille commémorative pour missions ou opérations à l'étranger (Belgium),
  • Médaille de l'OTAN pour services rendus à l'OTAN.
