Before being appointed to his current position on 20 September 2013, Ambassador Ceylan was serving as the Deputy Undersecretary for Bilateral Political Affairs since September, 2010. Being the senior Deputy Undersecretary at the Ministry of Foreign Affairs, he is in charge of bilateral political affairs for Asia, Eastern Europe, Caucasus, Central Asia and Northeast Mediterranean; Cyprus, Greek and Maritime and Aviation Affairs; and International Security and Defense Affairs.
Prior to assuming this position, he was Director General for Bilateral Political Affairs for Eastern Europe, South Caucasus and Central Asia between 2009-2010, and Ambassador to Sudan from 2006 until 2009.
His service as Deputy Director General at NATO Department from 2004 until 2006, Head of NATO Department from 2002 until 2004, Deputy Permanent Representative at WEU and EU in charge of security and defense matters from 2000 until 2002, and his successive appointments right before and after the end of the Cold War as the First Secretary at NATO Military Affairs Department from 1988 until 1990 and as the First Secretary and Counsellor at Turkish Permanent Mission to NATO from 1990 to 1995 notably contributed to his vast knowledge and experience in NATO and security and defence issues, making him one of the distinguished career diplomats at the Foreign Service with high expertise in this field.
Ambassador Ceylan has also served in a number of other posts since entering the Foreign Service in 1979, including Third & Second Secretary at the Department of Greece and Cyprus Affairs, First Secretary at the Turkish Embassy in Islamabad, Consul at the Turkish Consulate General in Deventer, Consul General at the Turkish Consulate General in Dusseldorf, and Head of Department for Human Resources.
Ambassador Ceylan was born in Bursa, Turkey on October 6, 1957. He graduated from Robert College in İstanbul, earned B.A. in Political Science from Ankara University and received his Master’s degree in International Relations from Rutgers University, New Jersey.
He is married with three children.
