Opening remarks

Good morning, and welcome to the NATO Chiefs of Defence and the Strategic Commanders gathered here in Brussels, for the second NATO Military Committee meeting in Chiefs of Defence format in 2013.

With the media present, I would like to make some opening remarks on the issues we will address and the outcomes I hope to achieve over the next 2 days.

When we last met in January, we noted the convergent challenges associated with austerity, emerging security risks and the requirement for a shift in NATO’s operational focus. On Afghanistan we highlighted the critical nature of the remaining 23 months of the current ISAF Mission and gave guidance on the planning for the post 2014 RESOLUTE SUPPORT Mission. Throughout these discussions we acknowledged the important role of Partners in promoting security and stability around the world.

Depuis janvier, la crise économique continue à s’aggraver, obligeant l’Alliance à réduire encore les dépenses de défense. Parallèlement, les événements dans le monde ont renforcé la nécessité pour l’OTAN de prévoir des capacités agiles, adaptables et abordables pour faire face à des menaces imprévisibles pour la sécurité qu’il s’agisse de cybermenaces, de terrorisme ou d’armes de destruction massive dans des scénarios très divers allant de guerres civiles à des conflits entre États. Sur une note plus optimiste, le potentiel, la maturité et l’autonomie accrus des forces de sécurité nationales afghanes montrent bien que le processus de transition vers une prise en charge de la sécurité par les Afghans est toujours en cours. L’OTAN et ses partenaires assumeront leur nouveau rôle de formation, de conseil et d’assistance dans le cadre de la mission RESOLUTE SUPPORT dans moins de dix-neuf mois.

Dans ce contexte, il est utile de rappeler l’urgence de bon nombre des dossiers que nous aborderons ces deux prochains jours. Je me réjouis d’ailleurs des débats constructifs qui auront lieu entre Alliés et partenaires ; nous devons nous rappeler que notre but est de donner des avis en temps voulu, pertinents et consensuels au Conseil de l’Atlantique Nord à l’appui des objectifs stratégiques de l’OTAN. Je tiens tout particulièrement à ce que nous profitions de cette importante réunion des chefs d’état-major de la défense des pays alliés et partenaires de l’OTAN pour parvenir aux résultats suivants :

• On Afghanistan I believe we should seek to provide clear military guidance on the conduct of the remaining 19 months of the ISAF Mission and unambiguous recommendations for the planning for the RESOLUTE SUPPORT Mission, both of which must reflect the importance of maintaining the confidence of the Afghan population and the tempo of transition during this critical period.
• With our Special Partners Georgia, Russia and Ukraine, we should aim to deliver progress on our commitment to continue to build upon our common interests of regional security and shared understanding.
• For the NATO Mission in Kosovo we need to consider the implications of the new conditions established following the recent historic agreement between Pristina and Belgrade.
• Enfin, en ce qui concerne la transformation de l’OTAN, nous devons à présent passer de la théorie à la pratique :
• Concrètement, nous ciblerons les exercices de l’OTAN afin d’organiser un exercice spécifique à haute visibilité en 2015 pour marquer la nouvelle orientation opérationnelle de l’OTAN et tester sa structure de commandement et sa structure de forces.
• Dans le même ordre d’idées, nous devrions chercher à entériner les travaux en cours sur la mise en œuvre de l’initiative d’interconnexion des forces et du futur concept OTAN de formation.
• Nous devrions également nous consacrer à la mise en œuvre et au soutien de la structure de commandement de l’OTAN et commencer à étudier les propositions qui ont été faites pour atténuer les insuffisances capacitaires.

Over the 2 days of meetings we will be joined by the new Supreme Allied Commander Europe, General Philip Breedlove, who is with us for the first time having taken Command yesterday. We will be also joined by the EU Commission’s Director General for Energy and Transport, Mr Philip Lowe who will provide a contextual brief for our transformation discussions, and the Commander ISAF, General Joseph Dunford who will join us for our discussions on the current and future missions in Afghanistan.

As you will appreciate we have a busy agenda over the next 2 days and the issues we must discuss are complex and urgent. However, I know that we share the same concerns and issues. We are committed to ensuring that the NATO military structures and capabilities are fit for purpose and matched to NATO’s Core Tasks of Collective Defence, Crisis Management and Cooperative Security.
