The Yugoslav Defence Minister declares that his country is in a state of civil war.

Elimination by the Soviet Union of remaining SS20 missiles in accordance with the INF Treaty.

The US House of Representatives calls for a reduction of US troop strength in Europe from 250000 to 100000 by 1995. The Supreme Soviet passes a bill liberalising foreign travel and emigration.
