The Alliance' ability to project stability depends on it having the operational and military capabilties to tackle threats where and when necessary.

The Istanbul Summit will demonstrate that NATO’s military transformation is delivering results:

	The NATO Response Force, which is up and running;
	The completion of various initiatives from the 2002 Prague Summit, including enhanced airlift and sealift capabilities and a package of counter terrorism and missile defence measures;
	The full operational capability of the Alliance's new Chemical, Biological, Radiological and Nuclear Defence Battalion.
